The New Zealand Society for Earthquake Engineering invites you to join us in Wellington on Wednesday, 28 August to learn from the impact of the 7.4 magnitude earthquake that hit Hualien, Taiwan on 3 April 2024.

Abstract

A NZSEE ‘Learning from Earthquakes’ team travelled to Taiwan during May and June 2024, to learn about the Mw7.4 Hualien Earthquake that struck on 3 April 2024. That was the largest and most impacting earthquake event in Taiwan since the 1999 Chi-Chi Earthquake.

In this seminar the team will share their observations of the changes and developments in Taiwan since 1999 and the impacts of this event, including seismic requirements and building performance, rapid building assessments, early warning systems for earthquakes and landslides, applications of GIS, approaches to reducing geohazard impact and enhancing infrastructure resilience, and emergency management policy and practices.

Presenters
Bo-Yao Lee

Bo-Yao has over 25 years of experience in policy development and implementation, in the areas of property related engineering and design, emergency management, insurance and risk management. She has held senior technical advisory roles for several government property portfolios and currently works for the Ministry of Justice.

Doug Mason

Doug is an engineering geologist in WSP’s geotechnical risk and resilience team in Wellington, with 20 years’ professional experience.  His principal areas of interest are the investigation and assessment of natural hazards and risks, assessing the seismic resilience of infrastructure, and interpretation of natural hazard effects for land use and infrastructure planning

Julian Benito

Julian Benito is a chartered structural engineer with more than 15 years of engineering consulting experience with a practice area in New Zealand in the design and assessment of low to medium rise structures. He is a Technical Principal with WSP in structural and earthquake engineering and a member of the Management Committee of the New Zealand Society for Earthquake Engineering (NZSEE).

Ke Jiang

Ke Jiang is a now a lecturer in structural engineering at University of Canterbury, New Zealand. Her principal research interests lie in the areas of high-performance steel/aluminium structures (connections and members), sustainable structures with green and recycled materials, and structural resilience of steel structures after hazards.

Patrick Cummuskey

For 18 years Patrick has served as a building official with Auckland Council and more recently the Ministry of Business, Innovation and Employment, specialising in investigations into systemic issues with the built environment, risk management, and planning & intelligence functions within civil defence & emergency management.

Richard Mowll

Richard Mowll is a civil engineer of over 30 years’ experience in engineering contracting (8 years), humanitarian assistance (5 years) and emergency management (15 years). He has been Project Manager of the Wellington Lifelines Group, focussed on risk-reduction of infrastructure to hazards, and the Lifeline Utilities Co-ordinator for the Wellington region, focussed on planning, response and recovery to infrastructure outages, since 2010.
